Does developer portal requires JRE?

If yes,

• a.Does JRE comes bundled with the product? Where is it located?

• b.Can we externalize the JRE to one of our custom JREs?

No, You don't need JRE to run Apigee Developer Portal. It's based on LAMP stack.
