Apigee can be deployed to a private cloud or on-premises. Then you can manage internal-only APIs the same as you would if they were accessible. Additionally, the Apigee microgateway can be used to manage internal APIs without deploying Apigee on-premises or to your private cloud.

thanks how can we get an eval of on-premise apigee

Your sales team can help you there. If you haven't talked to one yet, shoot a quick email to sales@apigee.com and we can get you connected to the right people.

Even with Apigee's public cloud offering you could whitelist the IPs of Apigee runtime instances and still connect to your internal APIs with proxies deployed on Apigee Edge. You can restrict access to the proxies using apikey validation or oauth or add an access control policy to allow only specific client IPs if you want to allow access internally only.

Apigee's public cloud offering allows you to offload the infrastructure management, scaling, regular software and patch updates to Apigee's operations team rather than having to take on this additional responsibility yourself if you decide to deploy on premise.
