Why does the Publish/Developers list not showing any of the developers I've created?

I'm currently on the free service. Developers list not showing but if I go to developers apps, the select menu does show the developers I've created.

Choosing Publish > Developers should display all of the developers you created for your org. I tried this on multiple orgs and it is working correctly for those accounts. It's possibly a problem with your specific org. If you continue to have this problem, send an email to help@apigee.com giving the org name that is having a problem and we'll look into it.
