sjis Japanese encoding

I'm trying to perform a request to a target system with some query parameters encoded as Shift_JIS instead of standard UTF-8 but if I sent a param with value %89%A1%95l%8Es%90%BC%8B%E6%8D%82%93%87 (横浜市西区高島 encoded in sjis) apigee will change that to %EF%BF%BD%EF%BF%BD%EF%BF%BDl%EF%BF%BDs%EF%BF%BD%EF%BF%BD%EF%BF%BD%E6%8D%82%EF%BF%BD%EF%BF%BD, which is not valid utf-8 nor sjis.

Any solution for this issue?

PD: if I use %E6%A8%AA%E6%B5%9C%E5%B8%82%E8%A5%BF%E5%8C%BA%E9%AB%98%E5%B3%B6 (横浜市西区高島 encoded in utf-8) apigee doesn't mess up with the value and just sends the same.

@yunier.perez1 Is your environment fully up-to-date? Our 16.04.04.00 release fixed a bug that sounds remarkably like this one.
