Can Policy be Imported as ResourceFiles so they can be Used Directly in a Proxy Flow?

Hi - trying to find out if I can create a global policy, load it at Org/Env level and pull it directly to a proxy endpoints flow - mainly to promote reuse of common policies and reduce the copy/paste of the same XML in multiple proxies

Sorry, what I would like to try is to build a generic Message Logging policy and allow multiple proxies to use it - to avoid having the same code copy/paste of the same content like <MessageLogging name="myLogger"> .... </MessageLogging>
