What do I do if the dashboard will not Activate API Management?

After creating and confirming a new account I'm trying to Activate API Management. When I click the Activate button it seems to send the request and the section displays "In Progress..." for a few seconds. After that the section reverts to it's previous "Activate" display and nothing seems to happen. I've been trying to get it activated for over 30 minutes. Activating "Insights" worked fine.

Ideally, API Management Activation takes couple of minutes. Can you logout & re-login ? If you still see an issue, Please contact apigee support using form here.

Yes, but I was attending a workshop where API Management was being used. The workshop is over so I no longer need it. I tried it again just now to see if it's still doing the same thing. It is. The page sends the createOrg request and gets a successful response.

The next getOrg/getOrgStatus request clears out the "In-Progress..." display.

I have logged out and back in and even created a second account to see if that would help. It does the same thing in both.

I'm using chrome 46 on OSX 10.10.5
