The ExpiryTimeInSecs element controls when a PUT to the KeyValueMap should expire, if at all. Please see http://apigee.com/docs/api-services/reference/key-value-map-operations-policy.

I had tried with ExpiryTimeInSecs element but seems KeyValueMap is not expiring ..
