String to date conversion on looker custom filter

Hi everyone, 

Am trying to make a custom measure and adding some custom filters for counting a measure as follows, I'd like to add an if statement and use different conditions based an a date condition, 

the to_date function doesn't seem to work, tried cast to. how can i change the string to date correctly here??
