Folks, it's Google & Python developer expert Wesley Chun here. Heads-up I'll be delivering a tech talk in-person in Chicago this coming Mon evening, Mar 13th, on using GCP APIs vs. non-Cloud Google APIs. If you've ever found using multiple Google API families confusing and inconsistent, you're not alone.

The key differences are all related to the client libraries. There are the lower-level Google APIs Client Libraries that you can use with GCP APIs as well as non-Cloud Google APIs, but GCP also provides product-level client libraries for most of their products.
