To address your confusion, It’s still a WIP. Assuming to get it out around last week of February.

The Apigee Dev Portal distribution can be installed on Acquia using the 1-click installer (https://docs.acquia.com/acquia-cloud/create/install/). You can sign up for a free subscription to test it out.
Hi, as far as SIDGS's distribution for Apigee Drupal 8 DevPortal goes - there's no plan of migrating Smartdocs to D8. Better yet, the distribution will come with https://www.drupal.org/project/swagger_ui_formatter and other components for the OpenAPI rendering which is a work in progress. ETA before end of July 2019.
