Why is the new user still unable to authorize after the verification status changes to Verified?
Or do I have to receive an email from the Google verification team before the restrictions are released?

I assume 24 hours have now passed since your Verification Status is now changed to "Verified". Is the new user still unable to authorize? Also, you should receive an email from the Google Team that restrictions are now released.
