cloud run vs compute engine which is best and cost effective solution for the server side tagging

I want to start data collection with server side tagging solution. 
I am new to GCP cloud a tech. which is Cost optimal solution ?

Best and cost effective right? It depends, if you are looking for scalable, no control and no management on server go with Cloud Run which is cost effective.
But if you are looking for more control over server and want to manage yourself, choose Compute engine which is not that cost effective as cloud run.
