Template header issue with PDF

The problem with templating, when the next page has no header.

But in creating a template, separating it into a header, the next page still has a header showing, but in PDF with no header showing.

Unfortuantely, the PDF generation process does not support document Page Headers across pages when generating the PDF.  It will produce the Page header once at the start of the document.  Same for Page Footer - it is generated only once at the end of the document.
