Can we import api proxy on apigee x which is created on apigee edge, and also import  api proxy on apigee edge which is created on apigee x ?

In general, no. 

Apigee X supports some new features that Apigee Edge does not have. (For example, the ExternalCallout policy) 

Apigee Edge supports features that have been deprecated in Apigee X.  For example, unencrypted KeyValue Maps. 

If the proxy uses the subset of features that are common to both, then you can do what you describe.
