apigee ipwhitelisting

We are using apigee SAAS platform. We are using kvm policy for ipwhitlisting innthe environmnt we do create key an dvalue aentry fro the respective mapidentifier. But we observed in if we didnt add the key entry in kvm also the traffic is allowing to everyone instead of getting error message like key entry not found like that. 

Could you please explain why it is behaving like that?

You could add a raise fault policy after the KVM lookup to generate the error response you're after. Triggering the raise fault could be done by using a condition to validate the KVM value you get back.
