Try a new project? or wait a week.
I can't provide firm guidance because you haven't provided much detail into the problem you're experiencing, but. .. . . sometimes when people create an Apigee instance for a project, then later delete it, and then try to create aNOTHER instance on the same project, the second attempt fails. This is because deleting an instance does not completely wipe out the Apigee configuration immediately. I think there might be a delay of 7 days while the project is still recoverable.
So, try a new project, or wait a week.
