Update apigee proxy scoped property set without re-deploying the proxy

In Apigee Hybrid, is there a way to update the property set without having to re-deploy the proxy? Lets say, I want to check the log level to debug. It is currently set to Error in PROD. I want to make this change without having to re-deploy the proxy (without impacting the users/traffic/no proxy downtime).

Another question: Does Apigee hybrid support environment and organization scoped property sets? I dont see an option to add them at environment and org level.

For API scoped property sets, these reside within the API Proxy archive so it requires a deployment.

Environment scoped are set via Management API.
