I want to make a form of ticketing system in developer portal for authenticated user,is there any out of the box solution available for ticketing system

Yes, You can use Drupal Contributed module "Support" which provides Ticketing system features out of the box.

As per project page,

The support module provides a basic ticketing system and helpdesk that is native to Drupal, offering complete email integration.

That should solve your ticketing system requirements. Hope it helps. I believe couple of Apigee customers using same module in developer portal.
