Setting up APIGEE for personal research

I am trying to setup AIPGEE for personal use some experimenting .As per my understanding APIGEE Evaluation account is for free and experimenting purpose .I did setup a project in GCP .

But when I give the project name and trying to activate the APIs I am getting this error .

And I dont want to give my card information .Incase accidentally they charge me or something 

I mean $300 is lot in Indian Rupees . Isn't there any way I can use the software for free
