Permission denied on Apigee Portals

got following error while try to create APigee developer portal,

 

Read permission denied for organization XXX-XXXX-XXXX-000001 (or it does not exist) (id: 1477165967)

 

is any permission missed on this?

This would need to be checked further and prior information is needed:

Do you have VPC-SC enabled on org level and at project level? If yes, you can refer the document [1]

Can you share the curl command you are using? Have you verified the bearer token? 

What HTTP error code are we receiving?

Ensure that you have granted perimeter access for the apigee service account as mentioned in the document [2]
