Monetization Limit check policy is not working as expected?

Balance	Developer has more than enough balance

Please refer to the attached image for the Monetization limit check policy details and transaction attributes.

Monetization limit check policy is not throwing any error after 100 calls are made. Sometimes it throws error after 120th call or after we run /sync-organization endpoint.

Is there a way to enforce strict limits to allow only the calls mentioned in the volume bands section?
