Great Question,

We don't honour any number of TPS for Orgs provisioned in free edition. It depends on various factors since many free orgs share common machines / resources.

Message processors, routers are shared between free orgs & it depends on other free orgs traffic too at a particular point of time.

For Example, Let's assume yours is the only free org making API calls then TPS might be few hundreds. If many free orgs are generating traffic then it might come down to few tens of TPS. We provision more machines / message processors for free orgs when we see load on our free pod machines.
