Management API to Create Proxy in a specified environment

There are multiple environments in the org . I need to create an api proxy using management api in one of the environment . The management API doesn't have environment identification in the URL (here is the management API : https://api.enterprise.apigee.com/v1/organizations/{org_name}/apis). Please advice.

API Proxies are created at the Organization level [not at the environment level]

You just need to deploy API proxy to an environment. So you can chose to deploy an API proxy to any environment in an Organization. Deploy API will include the environment
