KVM Policy - Run Execution Time

Hi All,

We are seeing Elapsed time more than 1000ms when trying to read from our KVM Policy. Our usual process completes in <1ms. Following a request trace shows that the time to read from the KVM is now closer to 40seconds.

Note: All the apigee components are installed in the same box
