In Spike Arrest Policy there is a Property named "ratelimit.{policy-Name}.expiry.time" which is always getting set to 0

We have checked by defining the spike Arrest rate in "pm" and "ps" but in both these cases we are getting the "ratelimit.{policy-Name}.expiry.time" as 0. Our requirement is to get the expiry Time.
