How to call an on-premise API through APIGEE X API(cloud)?

Hi All,
I started exploring APIGEE API 2-3 months back and today I'm stuck with a situation. I need your help.

I want to call an On-Premise server API(say 'http://xyz.com:9001/getdetails') through Apigee(cloud).
But, On-Premise API is not accessible over the Internet.

Can you please suggest how can I call this On-Premise API directly through APIGEE?

Note: I can access this API(http://xyz.com:9001/getdetails) via OIC using Oracle Connectivity Agents installed in On-Premise Server.
