How do i create a new company in the developer portal either as an administrator or as authenticated user

If you are using free Apigee Account if can not create a new org.

You can find the following common in Organization section of apigee doc.

Free Edge accounts are limited to creating only a single organization—though a free account holder can be a member of multiple existing organizations.
