Could you please help me to register for "Google Cloud - Apigee Certified API Engineer" certification program, I could not find the certification details in the below link

You'll need to create an account and log in to book an assessment. If you're just looking for details about the assessment (eg, what topics are covered) then this page: https://cloud.google.com/certification/apigee-api-engineer and this page: https://community.apigee.com/articles/56382/apigee-api-platform-learning-guide.html are probably going to be more helpful.
