Fixed recurring fees issue in APIGEE X

I created a rataplan in Apigee X for a product that includes 7 dollars setup fees and 4 dollars of fixed recurring fee, A prepaid customer purchased the product on November 19th 2023, but only setup fee was deducted, and the recurring fee wasn't charged despite selecting the fixed recurring fee option while creating the rataplan, By the way i am using Drupal kickstart distribution and have not done any code changes to it - Version : Drupal 10

May i know what is the issue ?
