Development Portal: Limits for portal resources

With Release 17.12.20.00 a number of limits have been enforced for portal resources:

Limit the number of resources that can be created in any single portal The following limits are in effect for portal resources: Users: 400 Files: 250 APIs: 100 Menus Pages

Are these applicable to an instance of a new Edge API Portal (Markdown) in SaaS or a Drupal-based Dev Portal in SaaS as well?
