Creating sub theme in APIGEE developer portal

I configured the apigee starter kit, but it is pointing its base theme to apigee responsive. Does that get affected if apigee does any update on the current base theme?

Yes it does. The name "subtheme" indicates that.

Apigee hasn't updated the Apigee Responsive theme in some time. It shouldn't be a problem for you.

You are welcome to create a self-standing theme. It's a lot more effort, though, and kind-of "against the grain", for Drupal theming.
