Yes, it is possible to upgrade Apigee Edge from v4.16.09 to either v4.18.05 or v4.19.01 in two steps:
1. First, upgrade version 4.16.09 to version 4.18.01:
https://docs.apigee.com/private-cloud/v4.18.01/update-apigee-edge-41609-41801.html
2. Then, upgrade from version 4.18.01 to either version 4.18.05:
https://docs.apigee.com/private-cloud/v4.18.05/update-apigee-edge-41801-41805
3. Or upgrade from version 4.18.01 to version 4.19.01:

Vanzz @Vanzz - It is possible to "switch-rails" of a apigee-cluster. Meaning, spin a new cluster, replicate data and switch the load-balancer (cloud or on-prem LB F5). In this mode, you get the latest AMIs updates/patch-level of your OS.
It does take practice and tooling/automation, however it is possible. I've used successfully used this method in production ( 150 tps )
Considerations:
* tooling experience (python)
* LB experience
* developer support to patch all proxy code ( your jump is several revs, which has breaking changes)
Please DM me for details
@ sunil soprey Thanks , we need to do this for production (avg 1000 tps) here difficult to get resources to built a new On Prem infrastructure.
