Apigee sso Provider certificate

Hi, I tried to set up SAML Identity Provider and upload a provider certificate(XX.cert), but every time I complete the setup, all loaded information shows correctly. But when I move to another page and return to the setting page. It says no provider certificate.( I did save it every time) and shows as below.

We are evaluating google cloud (apigee),and doing benchmark between AWS, azure. But find the support from google cloud is too weak.
