Apigee private cloud disaster recovery procedure on another set of node

WE have 5 node topology apigee setup on our private cloud. Lets assume that we have daily backup enabled on these 5 nodes. 

Lets assume that during disaster situation, we lost all our 5 node VMs & also can't use the same private ip.

We would like to parallely setup another 5 node topology in different region/location only during the disaster situation with their own private IPs, what is the best way to restore which was backed up in another apigee instance(5 node instance).

It seems like its going to work for the same apigee instance, but we need a restore procedure for doing this in new set of apigee instance all together.

I understand that we have Multiple Data Centers (6 nodes per DC) apigee installation for high availability from apigee, but we can't invest much for another set of nodes as apigee services are already distributed to multiple nodes in 5 node topology itself for high availability.

 

This is our requirement. How this can be restored from one setup of apigee instance to another set of apigee instance only during disaster.

Please guide us how this can be achieved.
