Apigee-mirror sync command does not download apigee-lib-4.51.00-0.0.1018.noarch.rpm package

Hello,

I am installing Apigee edge 4.51.00 on private cloud. First I create apigee local repo. So, I follow the instructions. But after I run this command

/opt/apigee/apigee-service/bin/apigee-service apigee-mirror sync 

 I looked into the directory "/opt/apigee/data/apigee-mirror/repos/apigee/release/4.51.00/commons/apigee-lib/4.51.00/0.0.1018", there is no package found.

This package is needed if I install edge. 

How can I solve this issue?

What is the output of below command?

/opt/apigee/apigee-service/bin/apigee-service apigee-mirror sync 

Looks some connectivity issue but follow thru with/without internet installation steps.
