API Edge Staff Support Requirements (using PaaS/Cloud),Support/Dev Staff Recommended for Edge PaaS

I'm looking to deploy the Edge PaaS platform, the environment would need to support a hundred or so APIs to start with, and expected to grow to 1,000 or more over a year or two.

My question, is how many support staff and of what type (admin/developer) would be recommended to properly support the platform, given it would be Edge in the cloud (no infrastructure to manage)
