GCPW - Force "accept_tos" to "1" for all users?

Hi

Looking at deploying GCPW across multiple primary schools.  I don't want 5 year old children to have to worry about accepting terms of service.

Any way to either turn off GCPW's TOS, or pre-deploy the accept_tos registry key to users who have not yet logged in?
