apigee Runtime instance is not coming up

I am using apigee evaluation on GCP but runtime server is not coming up. I am getting below error. Please suggest how I can use different image for apigee runtime as debian is prohibited by my company

Instance 'apigee-proxy-6414' creation failed: Constraint constraints/compute.trustedImageProjects violated for project xxxxx. Use of images from project debian-cloud is prohibited.

Please help me on this.

Does it work when you select the "Internal access only" option in the Setup Wizard? This looks like organization policies ( https://cloud.google.com/compute/docs/images/restricting-image-access#trusted_images ) interacting badly with the inbound-access MIG setup that the wizard does.
