How do I apply quota to different target flows implemented using route rules

HI Google,

I am calling multiple backends in a single proxy using route rule based on a condition . Please suggest how to apply quota separately to each backend, here, I should configure quota at product level only, in this case where we can place the quota policy at proxy level and how the rate-limit could apply separately to each backend end/target endpoint.
