Can I restrict developers from editing my Proxies in the Management UI

In my Management UI can I restrict other developers developing/tracing my proxies? If Yes, how can I do it?

We've a feature called RBAC to deal with all these kind of use-cases. You can create a custom role to provide a specific permissions, etc. You can find more details here.

Is there a similar functionality for Apigee X?

Apigee X and Hybrid also has RBAC and comes with a number of different roles out of the box. It's assigned to users through IAM in the Google Cloud Console. You can also create custom roles where you can select a subset of permissions from an existing role if you're using the UI.
