Apigee Edge - Creating Environment and mapping to RMP

I am trying to create a new environment in Apigee Edge and map it to set of Router and Message processors. 

Based on the documentation, looks like it does not support using config file. When using config file, does it always map all RMP to environment it creates one. I also see a optional variable when running the create-env command ALL_MPS ? What value can I set so that it does not attach any RMP by default or attach only the ones I give. 

Do I have to use the APIs in order to circumvent this and create environment first and map individual RMP using uuid one by one ?
